Yes water must be added for pressure cooking however if you’re adding things like broth, salsa, or other things with liquid you don’t have to add additional water.

I have been going nuts looking for help on using my new Foodi. I have a question regarding the pressure cooker. Do I have to add water to everything that I pressure cook? Sometimes I get a flashing message that says “WATER” so I have to open the lid and add water, but I noticed you do not say to do that in your recipes. I mean the ones that are not liquid based. Can you help me out? Thanks bunches!
